An international student looking forward to study in Canada since June 1, 2014 in the programs lasting longer than six months needs a Letter of Acceptance from a Designated Learning Institute (DLI) before applying for a study permit. The student is expected to write the Designated Learning Institute number (DLI#) beginning with Letter 'O' on the study permit application form.
Citizenship and Immigration Canada (CIC) works with the provinces and territories and various stakeholders within Country's international education community to provide the international student program. Thus, to be eligible to admit international students in Canada educational institutes should be accredited as Designated Learning Institution (DLI) by the territory or province that the institute belongs to. The eligibility criteria for giving designated learning institution status may vary from province to province.
It is each Canadian Province's or Territory's responsibility to designate schools at the post-secondary level in their respective areas that may enroll international students. The designated learning institutions may include universities, colleges, CEGEPs, vocational schools and private career colleges and language schools. However, there are some colleges in Quebec that are designated by the provincial government, but do not have an exclusive DLI Number.
